If you look closely at a rabbit you will see that when the tail is stretched out t is not so stubby. It just keeps it tucked that way. And it depends on the type of rabbit.
Deer, on the other hand do not have stubby tails. They can get up to 12 inches long, again, depending on the size. Whitetail deer especially.
Whitetail deer don't really have ';stubby'; tail. They are usually about 6-8';.
Because its cute.

They probably evolved that way to give predators less to grab onto.
Because that is the way the good Lord made them.
